Council-owned heat networks

The Council operates 11 communal heat networks at housing sites across Edinburgh. To supply the heat, the Council purchases energy from the energy market using corporate frameworks. Heat networks (communal or district heating systems) turn this energy into heat, which is then supplied to homes. The 11 communal heat networks provide heat to 1,262 homes; 1,099 are Council owned homes and 163 are privately owned homes. The 11 communal heat networks are:

  • Cables Wynd House
  • Ferniehill Avenue / Drum Avenue
  • Granton Station View (D1)
  • Greendykes and Wauchope House
  • Greendykes C
  • Greendykes G
  • Maidencraig Court
  • 20/22 Saughton Mains Terrace
  • Western Villages
  • Westfield Court
  • West Pilton Crescent.

Across the 11 communal heat networks there are three different billing arrangements, which are:

  • Heat with rent is in place at four sites (Greendykes/Wauchope House, Cables Wynd House, Ferniehill/Drum Avenue and Saughton Mains) and affects 438 Council tenants. Tenants are charged a set charge every two weeks.
  • Prepayment meters and tariffs are in place at five sites (Greendykes C, Greendykes G, West Pilton Crescent, Western Villages and Granton Station View) and affects 688 residents (652 Council and 56 private tenants/owners). Residents pay for their heating through a prepayment smart system with set unit tariffs and standing charges.
  • Retrospective charging is used at two sites (Maidencraig Court and Westfield Court). Residents are charged for their heating retroactively. This is carried out after the end of the financial year and is based on the total charges to the Council from the energy supplier divided by the number of owners in the block using a rateable value calculation rather than pro rata.
